Bu birimler vatandaşların günlük hayatta karşı karşıya kaldıkları sorunlara çözüm üreten kurumlardır. Yerel yönetimler, demokrasinin hayata geçirilmesi ve toplumda kök salması içinde en uygun kuruluşların başında gelmektedir. Günümüzde yerel yönetimler ile yerel demokrasi ve katılım kavramları iç içe geçmiş durumdadır. Yerel yönetimler ve vatandaşlar arasında katılım yoluyla gerçekleşen iletişim ise etkili ve demokratik bir hükümet yapısının oluşmasına ön ayak olmaktadır. Yerel düzeyde sağlıklı bir şekilde işleyen demokrasi, alınan kararların etkin bir şekilde alınmasını, yerel halkın karar alma süreçlerine aktif katılımını ve alınan kararların yerel halkın katılımı ile uygulanması sonucunda verimlilik ve üretkenliğin toplumun tüm katmanlarına nüfus etmesine yol açmaktadır. Diğer taraftan, yönetişim ilkelerinden olan şeffaflık, hesap verebilirlik ve etkinlik için yerel yönetimlerde katılım bir zorunluluk olarak karşımıza çıkmaktadır. Yerelde alınan kararlara halkın katılımının sağlanmadığı süreçlerde ihtiyaçlar ve sorunlar doğru tespit edilememekte ve uygun yerel kamu politikaları geliştirilememektedir. Yanı sıra, yerel yönetimlerde katılımın eksik kalması yerel kamu politikaların halk tarafından sahiplenilmesini, sürekliliğini ve sürdürülebilirliğini de imkansız hale getirmektedir. Bu çalışmada, Türkiye’de yerel halkın hangi katılım yöntemlerini kullandığını Trabzon Büyükşehir Belediyesi örneğinden hareketle anlatılacaktır. Buradaki amaç, mevcut katılım yöntemlerini incelemek; halkın ve yerel yönetimlerin bilinç düzeylerini ve tutumlarını ortaya koymaktır. In the research, quantitative research method was used, and the data were obtained by using face-to face survey technique and a total of 384 questionnaires were taken for the analysis of the data. According to the results of the research; The most preferred leadership characteristics of the employees in Düzce are: democratic and charismatic leadership characteristics. The most effective dimension in terms of engagement for work is vigor. The article focuses on the influence of the state Yettishar in the 60-70s of the XIX century on Kazakhs and Kyrgyz peoplewho were in the possession of the Russian Empire. For the purpose of disclosing this problem, the materials of the Central State Archive of the Republic of Kazakhstan, the Central State Archives of the Republic of Uzbekistan and the Central State Archive of the Kyrgyz Republic were used. The formation of the state of Yettishar had a significant impact on Kazakhs and Kyrgyz of the Russian Empire. Representatives of Kazakh and Kyrgyz nation, who opposed the Russian colonization in Central Asia, went to the state of Yettishar for support. However, they failed to achieve their goals in connection with internal strife and actions of the Qing Empire aimed at restoration of power of in Kashgariya. Yakub-bek appointed noble Kazakhs and Kyrgyz, who moved to the state of Yettishar, to major positions.
